Well, in the starter dungeon I pickpocketed the archer who was trapped behind the bench about a million times. Then I got a letter from the thieves guild while I was in Chesterwark, saying I needed to steal a pair of tights from a house in another town. I broke into the house stole the tights, and attached was a note with a name (Think it was "Ashleigh somethin"and the town "Midbury" written on it. I moved to Midbury, but when I talk to local villagers the name is not a dialogue option the way Lady Brissana was (dont know how to spell it, the lady from the first part of the main quest). and have been doing various quests in the area for fighter guild and mages guild for about a week in game time, and havent heard from the thieves guid since. My next quest is going to take me out of town, so I am hoping someone knows about what I should do to deliver the tights to whoever wanted it before I set out (or after I come back)

Try asking for "Where is -> Location". Sometimes an NPC's name won't appear under conversation topics but you'll automatically be able to ask for "The _____ Residence".

The name of the chick im looking for is "Lysabeth Ashton", there is no option in chat to get "Ashton Residence" So I dont know

You can usually find them if you look for where is -> people or general

Also, make sure you're in the right town
