Will the world have Civilian NPC's?

I saw an interview which spoke about the game having NPC's I was excited because that gave me the idea that this game will be what i hope it will be, but then I came to a couple other interviews whhere SD said the story arc is following NPC's my question is will this game have regular civilians or just enemies, and ally NPC's

I've seen reports of escort/rescue missions, so I would think there are going to be civilian NPCs, yes.

NPC's like in GTA or Assassin Creed are not going to be in this game.

Compare the NPCs in this game with the VIP missions in Counterstrike. Difference is that when the NPC get shot down, a medic will be able to revive him.
Compare the NPC missions, with the Vehicle escort missions that engineers will have, but instead of the engi interacting with the vehicle, a medic will interact with the NPC.

I like the idea of actually seeing civilians through windows and in out of reach/unshootable areas, but they shouldn't be in the game except as objectives.

Having a group of civilians running around in the middle of the battle? Not cool.

NPC's could stand at the top of unreachable areas and throw rocks and bottles at you if you were playing as security.

But then that would give the resistance a advantage even if it doesnt do any damage or anything it can still distract them.

Pus people would shoot at them, i see no no point in having civis ingame except as objectives to escort/protect/kill/etc.

I think they would be part of the objective-missions, no? Like the escort/heal missions. Medics can heal NPC's, but I don't think there's anything more than that. Maybe unreachable civilians that are in more "civilized", non-combat areas? (Or cutscenes?)

i would think most civ's are outta the area, but it is way over populated so who know's maybe they hide in those locked crates you shoot up and jump all over. :shrug:

If the Resistance are trying to get OFF the Ark thing (if I remember correctly) or at least try to make contact with the outside world, maybe the NPC's you escort are those who want to escape (for the Resistance side anyway?)or would assist those who do?
I wonder if there are any families who want to stay or get off the Ark (or get in contact with the rest of the world for various reasons)...?

Resistance wants equal distribution of resources (only the "guests" are on rations) and they think the securit is opressive. And some of them want the resources to look for any survivors or land.

Ah, so the situation is more that resources are scarce (for the population the Ark's holding), so the Resistance feel they are being unfairly rationed (because they form the workforce). It is a good thing the game allows us to play both sides so we can see their reasons and motivations and how/why they view the other side. ^_^
