You might have the "Top-level only" box checked. Uncheck that and see what happens.

If you give a little more detail about the steps you are taking, it will help someone help you faster. I am assuming that when you go to the Topics tab, you then go to the text box on the left side, below the 'Top-level only" button/box, and right click, then select "Add Topic' and then select the topic you have either created, or are reusing from another quest?

Another possibility.

Make sure that when you've created a quest with a quest ID you first exit the quest window with OK, so your new quest is properly saved to the quest list. Otherwise you won't be able to add topics yet. When you open the quest again and you go to the topics tab it should work again.

It took me a while to figure that one out. :P

Well, I'm not sure what is going on then. I followed that exact tutorial a few months back, and everything worked out fine in the end.

I have noticed that you sometimes need to create a quest, then close it and save it, then reopen it for certain parts of the quest screen to work right. You might try that.
