Creature/NPC Door to Door Shortcut Glitch?

Take a Sat tower for example, put a bunch of friendlies with heavy guns inside the interior of it, then go up and out on the walkway. Snipe at a creature or melee NPC just to piss him off and let him run up to the sat tower. When he goes through the lower door (because that's how you get up to where you're standing at) he will immediately exit the upper door by where you're standing.. having bypassed the entire interior area and everyone in it.
Glitch? or by design?
Any way to prevent them from making that shortcut?
And is this why I'm always finding the tower guards dead and nobody else inside hurt at all?

Would clearing the 'no low-level' processing flag on all the NPC/creatures involved make a difference?

Ya know, it just might.. Thanks! I'd have to move the default leveled list creatures out of the area though, as setting those ones free like that would just be too many to process on a global scale.
