You could edit the third person view to be at the tip of the players nose and then lock them into third person mode.
Yeah, but some people like 3rd person view in some circumstances. Or, at least I do. From what I know, Loup Sombre took the third person camera's entire body and included it in the 1st person camera by attaching the body underneath the 1st person camera.

This one looks much less glitchy and still looks awesome, but Loup Sombre's mod also offers third person actions (i.e., read a book); however, his is still very glitchy. Hopefully someone can do the same in Fallout 3 as P-Froggy and Loup Sombre have down for tes.
