In order to use any mods that replace stock assets (i.e. meshes, textures, icons), the Steam versions of the bsa files must be redated to year 2002. This is due to the fact that the Morrowind game files are dated for the day and time you performed the Steam install, which likely will be dated newer than any previously existing mods. Morrowind is configured by default to give priority to any assets that have the most recent datestamp - the assets contained in the bsa archives inherit the datestamp of that bsa. Redating the bsa archives then allows loose files from mods (as well as bsa archives included with mods) to override the stock assets based on their release dates.
