First pic- it's an actual place, I believe.

Problem is, it requires console commands to get to... and I'm not sure of the actual command.

Second Pic- looks like an area south of Megaton, or near the Super Duper mart... can't be sure, however.

Just don't expect the TV to be there if it's an actual place in-game.

These are however, not actually game graphic images. These have been rendered in high definition, as well as changed. This is however, in DC outside of GNR Radio. It's where the Brotherhood are out and about.

First pic is, as Marss said, only accessible through console commands. Try coc DCStreet02 to get there.
