Why wouldn't there be smaller cities? Okay, fine. Perhaps Bethesda could use the duels, improved AI, and radiant storytelling as excuses to justify there being less settlements in the game. Indeed, something tells me that each of the five cities in Skyrim will probably have more to do than some of the largest cities in the game's predecessors combined could offer. But there's still no reason for there not to be small towns.
Skyrim is a large, sprawling landscape and I'm sure there'll be plenty of villages, secret covens, and outposts. They needn't be particularly overdeveloped, but I think they should have at least as much to do as, say, Suran did.
