Use Steam, best bang for your buck.
You don't even need to own a steam game to use the steam client. The client is completely free to install and use.
Just use the "add non-Steam game..." and select your oblivion.exe or your obse_loader.exe
Steam not only has in game text chat, but it also has an voice support and an in-build web browser.
Create an oblivion/morrowind/Bethesda fan steam group and invite your friends.
No extra coding, no extra modding, no extra hassle required.
I always load obse through steam and in my experience it does not effect stability at all, and my oblivion directory is now fat with 16.8GB of data.
The one problem with this, morrowind seems to object to being loaded through steam, or at least when I tested it last time it did...they may have fixed this since Bethesda official released through steam.
