At this point, I dont think there is much excuse NOT to have better physics in a game. That said, they should do as much as they can, in this order of priority.
1) Gravity and Weight/Ragdoll Physics for all weapons, bodies, objects (no "cemented objects which are non-interactive, except for scenery and massive objects)
2) Object collision physics. (If you throw an object, it knocks an opponent back with real force; walking through grass will move it aside; the wind blows branches realistically, etc...)
3) Real snow/rain/fog, etc...(as opposed to pre-rendered particles which are not affected by the environment. However, this is graphics intensive and not many engines can do it well)
4) Water physics (objects floating realistically, ripples/splashes....and if possible--water currents--real fluid physics)
5) All other effects: fire, smoke, etc...
