It worked in RDR because it was all scripted and you had no roleplaying choices with your character. There's no way to put romance in a game without making it cheesy or lame, or both. It doesn't even add anything to the game, a game I might add which spans usually the length of less than a year in Morrowind or Oblivion or Skyrim. In Daggerfall they had the timespan to allow those things, but you'd be away from them for 99% of the game, so it would be hollow and cheesy and lame.
