It depends on what you want to replace, but I'll assume you mean Land textures to start with.
My favourites are Connary's textures. They keep very close to the originals, and look superb.

For some other choices (although not very current) you could see them compared at http://web.archive.org/web/20080514081136rn_1/ltm.ufrealms.net/textpacks/ and http://s4.photobucket.com/albums/y133/X-Calibar/Morrowind/Textures/Chart/Balmora/

If possible I would like to replace all the textures, Land, Flora,Buildings.

I was thinking of Visual Packs 2.11 + 2.2 + XT but I didnt like what they did with Vivic, would I beable to put a different Vivic texture over it?

Connary's textures cover all the land, architecture, and some of the Creatures. He also did Books, and some misc items/statics.

For all the other things (like items, ingredients, etc) you're going to have track them down individually.
I suggest starting with the http://www.gamesas.com/index.php?/topic/1103737-add-to-the-list-of-needed-graphics-mods/page__p__16150079__fromsearch__1&#entry16150079 and/or http://www.gamesas.com/index.php?/topic/1120092-povuholos-morrowind-2010-graphics-and-sounds/page__p__16468446__fromsearch__1&#entry16468446 to get some ideas.
That way you can follow the links to the screenshots and judge for yourself :)
Also, the http://planetelderscrolls.gamespy.com/View.php?view=Mods.List&category_select_id=13 section on PES will ultimately lead you to almost all the options.

edit: AoF's work is also nice and gritty, like the original feel of the game. http://www.gamesas.com/index.php?/topic/1103564-aofs-paint-bucket-the-2nd-coat/page__p__16147398__fromsearch__1&#entry16147398

edit: Yes, to your Vivec question

I'm now using this one as my base replacer. It makes vanilla richer without the FPS hit and it looks amazing.

Connary is still working on his stuff, albeit slowly, right? I hope one day he finishes his condeminium replacer project.

I haven't heard of him in quite some time (But he has been working on his http://forum.egosoft.com/viewtopic.php?t=267427&postdays=0&postorder=asc&start=0 a lot recently) but I assume he's still working on it.
