when you finsh the main quest for fallout 3 and did not finsh the side quest , could you download the add-on broken steel and finsh those side quest that you didnt finsh ??

yes, the game is effectively continued. you actually dont have to do the broken steel questline, you can just wander around the regular world again and do the main games sidequests if you want (but now with broken steel weapons and such :flamethrower: ).
