I'm not clicking that sketchy-looking link, but the best place for FO3 mods is over at http://fallout3nexus.com/.

Read the README file included in the download. It should tell you everything you need.

http://www.fallout3nexus.com/downloads/file.php?id=3365: "REQUIRES FALLOUT SCRIPT EXTENDER TO RUN PROPERLY. http://fose.silverlock.org REPEAT - YOU *NEED* THIS"

http://fose.silverlock.org/ comes with a readme with concise installation instructions.

As for installs: if you open the Esp_And_New_Meshes-8158.rar (COL Enclave Replacer) you see that it has a Meshes folder and a COL Enclave VER2.esp. Basically, you unzip those into your Fallout 3\Data folder, allow overwrites, check the esp in the launcher and are good to go.

It's a good idea to learn the basics of manual installs, as you'll get to know how the folders are set up etc., but in the long run I'd recommend using http://www.fallout3nexus.com/downloads/file.php?id=640 to install/uninstall mods as it is much more convenient. Uninstalling a mod with loads of textures/meshes manually is a chore, but with FOMM it's done with a click.

Also, the location of the Coyote Reflex Power Armor is stated (a bit vaguely) in the http://www.fallout3nexus.com/downloads/file.php?id=3365:

-Where to find it-
The armor's location was pinned down before the war as being in a truck heading south from former Canada to DC. The bombs went off before it arrived, so quite likely the truck crashed someplace in the north-east, probably near what is currently known as Old Olney. Check the highways, and be careful.

One thing you should always check is the mod's description on the Nexus. Sometimes the creator decides to have an online README instead of a downloadable one. Some mods lack a README entirely though, so sometimes you just have to guess. All mods usually install the same though.
