Ok so how many factions are there?

Ok I started from FO3 and so far the ones I can think off from the top of my head are:

Brother hood of steel east
Brother hood of steel west
Outcasts
Enclave
NCR
Legion
Followers of the apocalypse

Are people like the gun runners ans van graffs really factions? I mean what classes as a faction? Is it the amount of tech people they have or their structure?

There are more I just can't remember them all, some play not so big roles and others are pretty important

To me a faction would be a group of people who has cohesion and leadership and 'chain of command' hence why i'm iffy about FO3 raiders being a faction

edit: nearly forgot one of the most important faction in FO1, the Children of the cathedral
