Is there a download for Fallout 1 or 2?

Like a legit download of it? I haven't played 1 or 2, but is there anywhere I can download it? Legally, of course. Maybe on steam or something? I fail to find it on Steam, though. And my Gamestop doesn't carry it.

the trilogy comes with Fallout:Tactics, not with Fallout 3

it is also available from Amazon & newegg
