No.....if Bethesda was planning to give PS3 DLC, they would have 5 years ago.

As mentioned Beth have already confirmed that they are done with Oblivion, I would extend my condolences to you and a recommendation, try to see if you can get a PC version of Oblivion, mods will give you an unlimited amount of freedom and re-playability.
