Changing the default directory in Windows 7

How do I change the default directory for Fallout 3 and (shudders) FNV. I am using Windows 7 Professional. (I have found on MS forms how to do this the hard way and the possible problem way. In XP you used Power Toys to change were My Documents were but you can not do that easily in Windows 7.)

When installing, do a custom install so you can set the installation directory. For NV, you can because it auto installes into a sub folder of where you installed Steam. You can however, set up a system link so that you can have steam games running from a different location or hard drive, like what I did for NV to get the speed of my SSD
