Hi, I wonder if this is possible to change VATS targeting system. What I mean is: allowing melee/unarmed weapons to target limbs like head, arms etc. and to prevent miniguns from targeting single limbs. Anyone knows how to change it?

No, it's not. If it were people would have already modded back in the ability to target missiles and grenades in flight.
