I think the dev team should just concentrate on making the game look like real environments and just forget about adding quests, NPCs, creatures, or anything else. In fact, just make environments and let us wander through it.

13:00 -Write some quests. Write Fast Travel dialog for Mammoth drivers.
15:00 -Work on some realistic environment design
16:00 -Play Skyrim
That must be what 100 people doing all this time and next 10 months. Making your programmer to work on animations, and animators on dialog to save resources. Explains a lot actually...
