360 controller 3rd Person Camera Angle

Not sure if anyone else is experiencing this but after playing New Vegas i wanted to go back and replay Fallout 3. I played New Vegas on the console and got used to the 360 controller. So I decided to play Fallout 3 on PC using a wired 360 controller. Everything works fine except switching to third person and then trying to rotate the camera. For some reason the rotation stutters and has a mind of its own. I run MSI Afterburner and there is no decrease in FPS when changing camera angles so I don't think it is PC hardware or settings related. It will eventually get to the front of my character but it is a chore to get there; not fluid at all. Using mouse and keyboard camera rotation is fluid and fine.

So far I have tried this on 2 computers running all of Microsoft's OS's (XP, Vista, 7 64bit). Not sure if anyone has experienced this or it is just me. It seemed really odd.

Specs

Laptop -
Toshiba Qosmio x505 Q894 Windows 7 64bit

Desktop
Dual Core 2.4ghz 6 gigs ram 8800gts XP and Vista 32bit dual boot configuration

Both computers running the latest Microsoft Xbox360 accessories pack for controller support.

I cannot say that the issue lies just on the controller but i doubt it is. It is brand new and I played Dead Space with it on the laptop with no issues what so ever. Additionally I tried the controller in my 360 with New Vegas and had no issues as well. Doing a recalibration of the controller did not help either.

Any insight would be appreciated.

It shouldn't be the controller since I have two 360 wireless controllers with an adapter I purchased. I have had no problems using a controller in FO3 on my old rig. As far as whats going on with your laptop I can't help you just wanted to let ya know the controllers work perfect in my case.

UPDATE:

Well, being that I am a complete nerd and spend more time optimizing and configuring games then I do actually playing them I went out and bought another 360 wired controller to rule out hardware issue on my previous controller. Once again I tested it on every OS on 2 computers. Same issue. Someone has to be having the same issue as I am. I'm thinking nvidia drivers are to blame; maybe. Anyone else experience this? If not, try it out and see - Id appreciate more insight. Perhaps it has something to do with the 360 accessories application I installed? Did anyone else use this/require this in order to use their controllers for Games for Windows PC titles?

It is not a game killer by any means, it just bothers me - like a piece of popcorn stuck in your teeth.
