Something I noticed from this list of the games with various Havok licenses:

There are numerous games listed as having licenses for Havok Physics only, or Havok Animation only, or both Havok Physics and Havok Animation, but every single game listed that has a license for Havok Behavior also has licenses for Havok Animation and Havok Physics.

If it has something to do with the way Havok Behavior is licensed, perhaps Skyrim is more likely to also incorporate Havok Animation. Of course, it will incorporate Havok Physics, which is necessary for Havok Behavior and was part of Oblivion.
It seems unlikely that Skyrim will incorporate Havok Destruction, however, as the only game on the list employing Havok Destruction is a The Shoot, a PS3 Move game that has deformable terrain.
Also the only game with Havok Cloth is a basketball game IIRC, so it also seems unlikely.
