Nope. Anyone can be anything.

They could've meant "heavies wouldn't be medics". But any bodytype can be any class.

And before you ask, yes, you can change your class at a command post.

That would make it unbalanced too. Some people would start to not play as heavies (or a certain body type) because they can't be the class they want to be.
