Make it yourself. As far as I know that mod doesn't exist yet.

For Morrowind, I doubt it.
But if you have Oblivion, I'm pretty sure they have at least a few mods for that.

Search at Planet Elder Scrolls for Morrowind mods and Tesnexus for Oblivion mods.

There's this http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=7928 texture that you could probably change to how you want it, & there's quite a few whacky hair meshes out there. But i've never come across a specific Dragonball Z mod.
