The most strongest creatures that are the most annoying and deadly is the GRUMMITE DEATH DEALER'S hands down i [censored] hate them, they gang up on you and if you dont have potions or a good health spell you are [censored].

you are ALL wrong.

the hardest battle you will face in this game is trying to fight a guard having just left the sewers.

Because of the horrors of level scaling there isnt a single killable enemy in the game that is any threat at all.

Even the fabled Mannimarco was woefully underpowered.

I've always found necromancers a pain in the butt to kill, they're not hard to kill, just hard to catch. Always running away from melee.
Otherwise, Goblin Warlords and Ogres are annoying. I should go back to the SI, see how brutal their monsters are.

Necromancers are difficult to kill but they are people, not "monsters"

That's why I mentioned Goblin Shaman. They are monsters, and are really annoying like any enemy that summons runs away and heals themself. Maybe not most deadly but they sure are annoying.

...Even the fabled Mannimarco was woefully underpowered.

Mods can fix that. With the OOO mod he's extremely deadly.

I would argue that Umbra (always level 50) and the Uderfryke Matron (always level 18) can certainly offer a challenge to very low level characters. :)

I should have stated when mentioning those exceptions, that your point was quite valid. Most foes that level with you can be easily outmatched with some careful attention to leveling and creative use of skills/tactics. Some folks use mods or the difficulty slider to compensate of course. I find it helpful to gimp my character by ignoring certain skills and attributes. :)

well if you got someone to use the skull of corruption on you, then your clone is the hardest NPC in the game ESPECIALLY if you had a weapon with "Weakness To Magika 100pts for 1 sec on strike and Drain Health 100 pts for 1 sec on strike" in that order, result: drain health 200 pts for 2 sec makes it nearly impossibly fo die, you alwase have full health

Clannfear may not be the deadliest alone, but they seem to make me stumble all the time. If I was surrounded by a flock of them then I would probably die very quickly.

As a side note, all NPCs are uber-easy to kill if there are others around:
100 mag, 30 area, 30 second Frenzy
30 second Invisibility
100 mag, 30 area, 30 second Rally (Optional to keep them from running away)
