Do anyone have any tips or anything for my new dude

Breton or Altmer

Majors Alteration restoration destruction conjuration mysticism illusion
And (not yet chosen) Alchemy

Birthsing: Mage or apprentise

so it would be a 100% mage

You'd need to be very careful you don't level up too fast, otherwise you'll be in a world of trouble.

Alchemy is not a good idea as a major in Vanilla because of how fast it increases, and same with Conjuration. I'd recommend leaving these two as minors so you don't have to worry about them padding your level any.

As an Altmer, I'd stay away from the Apprentice, 25% weakness to all elemental effects +100% weakness to magicka is rather crippling (but if you want a glass cannon character, the Apprentice might actually be the best choice for the Altmer). Give an Altmer either the Mage or the Atronach, and the Breton the Apprentice.

Pure mage? I prefer one of the below three race/birthsign combos:

Breton + Mage - very strong, very safe, easy to play. A superb choice if new to playing pure mages. Can add resist magic items to become immune to magic.

Altmer + Atronach - very strong, harder to play. Better for advanced mage players. The stunted magicka is easy to deal with, but only with some practice and study on the subject. Can add spell absorption items to become immune to magic.

Altmer + Apprentice - the ultimate glass cannon. Very powerful, but weak as a kitten to magic. Another combo well-suited to advanced players looking for a fun challenge. Best played by embracing tactics and tricks to avoid getting hit by spells/magic weapons.

Major skills? Depends how you want to level. Alchemy and conjuration do level very quickly if used freely though. . . . I like to level in a slow controlled manner, so I tend to pick skills that are slow to level (like restoration), easy to control (like block), or that I just plain will never use (like speechcraft).

I'd recommend to avoid taking Alchemy, Alteration, and Conjuration as major skills. They are the 3 easiest skills to increase which means you don't need to take them as major skills in order to get them to a high value and if you do take them as major skills they ar elikely to inflate your level. And in Oblivion having a high level is bad for you. Having high skills is good, but having a high level is bad. That's because your skills determine how strong yo uare, but your level determines how strong your enemies are. So the trick in making a strong character is to make a character that will have high minor skills, because minor skill don't increase your level.

If that's a bit much to take in, just remember that high skills are good but high level is bad.

I have played a bunch of different mage characters and they all seem to work just fine. If you do decide to go with the "glass cannon" altmer apprentice, then as soon as possible make a spell that does summon x for y seconds, invisibility for y seconds, restore health z for y seconds. This will be a good desperation spell for when a rival mage lands that powerful spell on you and devastates your health.

Yes, I'd say it's my favorite race/birthsign combination. I like it because it introduces vulnerability without the artificialness of pushing the difficulty slider up.
