http://www.gamesas.com/index.php?/topic/1060141-mod-recommendations-for-new-players/page__p__15392814__fromsearch__1&#entry15392814should have all the info you need.
(there's a section on Tools that you should install)

Only use MWEnhaced if you need it for your mods, because it's not the most stable of programs and can cause a lot of problems.

Yes, but it's recommended you do not use TESTool's Leveled Lists. Instead use the one that comes with Wrye Mash, it is better, and is called Mashed Lists.
(TESTool has the Merged Object function though, and that is handy)

I seem to recall that a few months back somebody was working on a replacement tool for the Merged Object function. It was coming along quite well, too.

I'm hearing only good things about it, but I thought it was still in development.

Do you have morrowind and/or python installed in a non standard directory? if so you need to edit the properties of wrye mash for python 2.5 to point to the new directories.

MGE questions are best asked (and usually quickly answered) in the http://www.gamesas.com/index.php?/topic/1135315-morrowind-graphics-extender-mge/page__view__findpost__p__16612337

If you haven't done so already, look into the Morrowind Patch Project (which replaces the Unofficial Patch), and the Morrowind Code Patch (a relatively recent "essential" which fixes a bunch of formerly unfixable issues that were beyond reach of the CS and "standard" techniques).

From a few months back, I think he might be talking about http://www.gamesas.com/index.php?/topic/1067443-wip-new-merge-objects-program/page__p__15511920#entry15511920.
