I've voted for Daggerfall. That's my type of game, always liked the idea of being able to play skirmish not only in strategy games. I think random dungeons and quests can be classified as the RPG equivalent of skirmish in RTS games. And I like the atmosphere, as well. Man, it's so epic when the Overcast or Sunny Day music is playing and you're riding towards Castle Wayrest, Daggerfall or Sentinel... The dungeons are really good, as well, despite being random generated. Even with the sound off it sometimes scares the crap outta me. The story is excellent, as well, solving major problems political bickering involved is always better than just saving the world. The quantity of options are really good too. You can create a character who can lame the whole game, or create a severely disadvantaged character who will require some tactics to actually be succesful. You can buy houses, you can store your money in banks, you can pick which province you want to live in, etc.. And, of course, it's open-ended!
Although I like Morrowind, as well, to me it's as good as Daggerfall. I even like Oblivion, to an extent. Oblivion may not be the best TES game, but it's certainly one of the better mainstream RPGs around.
