Moving really slow.

I just started a new game after not playing for a long time and for some reason my character is moving ridiculously slow. It isn't just the new game, either. I loaded old games and both while walking and running, I move really slowly. Does anyone know what causes this and how to fix it?

EDIT: I'm moving like I have a speed of 1 while over-encumbered.

The game itself is running fine... my CHARACTER is moving slow.

Heavy armor will greatly decrease your movement speed, it helps a lot to take it off and carry an extra set of clothes to wear for traveling. Or you could just buy a horse when you get the funds.

...did I not mention that I just started a new game and I'm still in the prison? Pretty sure I did.
Anyway, my other characters never had this problem. As I said, this is a new problem that has never happened before.

This happened to me once but it was a problem with the controller (I'm on xbox). Something was broken in the controller and so the movement anolog stick got like jammed in the position of moving like a pregnant cow :turned: and the blocking button got stuck too so I couldn't stop blocking

Edit: Woops sorry just realized that would affect your other characters too, I have no idea then

Not to mention I'm playing on the PC. I have the 360 version, too, but I want to play the PC version.

Were your other characters Bosmer, Khajiit, and/or Argonian and is your new one a Nord, Imperial, Orc?

youd be looking at a 20point diference.

This is not a speed issue. Even if I had a speed of 20, this is still a glitch. I'm moving at a snail's pace. No, the game is not slowed down, it's running perfectly. But for some reason, my character moves EXTREMELY slow.
I've already said multiple times that my speed is not the issue, I'm not over-encumbered, and I have no magical effects on me.

I didn't quite understand you when you were talking about the X-Box and PC, I got the impression you were on the PC.
Have you got any mods installed? I don't know why this would affect your character, but maybe there's a conflict.
Otherwise, it might pay to ask in the Hardware & Software forum. They might have the answer.

Joystick settings in the ini can cause this kind of thing. Assuming you're not playing with a joystick, try setting bUse Joystick=0 in the ini.

glargg, I thought that might be the problem because it was set to 1, but changing it did nothing.

And since nobody here seems to understand any of my posts so far, let me clear a few things up.

I am playing on the PC.
I do not have any mods installed.
It is not a speed stat issue, spell effect, or over-encumbrance. I started a new game and am in the jail cell.
It is not an issue of toggling the run button... even when run is turned on, I moved ridiculously slow. It is a GLITCH.

Now, does ANYONE know what's wrong?

Well, since you don't have any mods running, try posting in the http://www.gamesas.com/index.php?/forum/23-oblivion-hardware-and-software-issues/.
This may just be a massive, unfixable glitch. I don't know if it will help, but maybe try unplugging and replugging in your keyboard, or put a new one in. I'm no tech expert, though, so I don't really know.

Figured it out. I unplugged the adapter I have plugged into my computer for my N64 controller. It wasn't configured for Oblivion, so I don't see why that was causing that problem.
