[REQ] Mod that keeps Mr. Burke in the Game?

^Title.
I really hate how Mr. Burke just disappears after you disarm the bomb. I would like a mod that returns him to Tenpenny Tower, or just keeps him in the game

This mod keeps Mr. Burke and makes him a follower. As well as a few others.

That looks cool, but I don't want to be able to have him follow me. If someone could even just help me write a script that would be nice. Probably something like:
Begin Gamemode          if setobjectivecompleted (disarm bomb objective) 1                  (spawn burke at a certain reference in TP Tower)          endifEnd


Obviously I would need to know how to spawn an Npc at a reference, and how to make the script run.
Help would be greatly appreciated!
