Well yes, and no.
A while ago somewhere before Oblivion came out the forum puzzled together that in the last games there has been a significant destruction or disappearance of magical items. Staff of Chaos, the Mantella and the Heart of Lorkhan, as such it was speculated that they had something to do with it.
While the first two turned out had nothing to do with it, the Heart of Lorkhan did as explained in the http://www.imperial-library.info/obscure_text/nu-hatta_nu-mantia.shtml. Like the Amulet of Kings it was the Stone of a tower, a device that protects Mundus against Oblivion and that the Amulet of Kings was the Stone of White Gold tower is subtly hinted at in some of Oblivions books.
Search for "Amulet of Kings" on the Lore forum and you're bound to find some more info.

The actual Staff of Chaos disappeared at the end of Arena IIRC.
The idea that eight there are essential parts of the world has been reincorporated into Wheel. A structure described in Vivecs sermons and breaking it tends to destabilize the world - which has yet to prevent anybody but then again the Sermons hint that this is intended to happen for good reasons.
So it seem to me that the concept of the Staff of Chaos has been cannibalized by the following games. Not surprising considering Arena really was the prototype of the Elderscrolls.
