Anything with a .nif exporter, or anything with a .obj exporter if you're willing to do more work. Blender (free) and 3D Studio Max (professional) are the most common ones.

I would say that Blender, although confusing at first, would be your best bet. I've been using it for some time now, and it's been working wonders for me.

It's also (legitimately) free, and open-source to boot. There's also a lot of good help for new users.

The exporter/importer you want is at http://niftools.sourceforge.net/. The new beta of Blender (2.55 I think) has a better interface but the exporter doesn't support it yet. Blender takes a lot more effort to start with than some commercial packages, but it is free-as-in-beer and free-as-in-freedom, instead of costing hundreds of dollars.

To make this simple, you want blender. There ARE more ways than this but to be realistic unless you can find/buy 3ds max version 3-5 then you are going to want blender becuz its free and the other ways to import meshes to MW are difficult at best.

Recommend this: http://www.tesnexus.com/downloads/file.php?id=12248

it tells what additional utilities you want for export to MW, and even tells you what order to install in. Just make sure if installing on windows 7 that you keep all installs OUT OF program files and/or program files (x86) directories
