2281, the Second Battle of Hoover Dam was decided before a single bullet was fired. A lone Courier, Aiden, backed by Yes Man and his army of Securitrons, both the Legion and NCR were pushed out of New Vegas entirely. Anarchy reigned, but not as many had expected. Mere days after the Courier took complete control over the New Vegas Strip, the fires were put out and all anarchic raiders were put to death. A new dawn had emerged.
The year is 2285, Aiden, with the aid of Yes Man, had completely annexed the Eastern portion of the Mojave and most of the West, stopping at Goodsprings. New Vegas ran smoothly enough, crime at an all time low and the massive surplus of food from annexed NCR farms. Freeside especially saw a great rise to power as Aiden developed the area heavily during 2283.
However, crime wasn't completely abolished. The Three Families lost their power as Aiden ruled New Vegas without the help and rather found help in the towns. Because of this, many gangs and mafias were formed in Freeside and the surrounding area, threatening to take New Vegas for themselves. However, all such attempts have failed.

Seattle's Requiem
The Pre-War city of Seattle and the North West Coast of Washington in general, is about as you would expect it after a nuclear apocalypse. Nearly all of it is covered in snow, albeit completely safe to the wasteland denizens. Seattle is run by a collection of 3 tribal leaders, who are known as the Overlords.
Seattle has all of the amenities of Pre-War life from plumbing and electricity all the way to T.Vs and Radios. The city of Seattle is considerably larger than its Pre-War counterpart as its walls stretch nearly double its original size. At the center of this great city is the Space Needle.
The Space Needle, originally built for the World Fair, is now being used as the main government HQ and the sole place where the Overlords can communicate with an orbital satellite, Archimedes II, originally linked with Helios One but rewired to work to the Overlords advantage.
As the city of Seattle and its denizens thrive, the rest of the North West Wasteland is dying. Towns were unable to start because of the frigid cold and regular tsunamis. Only tribes exist, always moving to where its warmer or settling down in the massive tunnel of underground bunkers.
Of the hundreds of tribes, three of them, the Zin, Lolan, and Jupiter control what Seattle doesn't. Each of them have their respective bunkers.
The Zin, comprising of the spies and soldiers who landed in Washington State during the Great War along with their ancestors who didn't turn into ghouls, are the top dog. They control all of Eastern Washington and the Cascades. The Zin have vast arrays of communications and even a couple Vertibirds. Their main HQ is inside Rainer Mountain inside a fallout shelter made by Boeing Enterprises during the Great War.
The Lolan consists of raiders, scavengers, and exiles from Seattle. They are by far the weakest tribe and were pushed around by the Zin and Jupiter. The Lolan tribe hails from the Olympic Peninsula and is based in the ruins of various small towns in the Olympic Mountain Range. All technology they have were either stolen from Zin caravans or found in the ruins. Because of this, they only have guns and spears.
The Jupiter is the second most powerful and have a fierce rivalry with the Zin. They're based on the other side of the Cascades and their main base is in Tri-City. The Jupiter tribe members consists of Caesar's Legion escapees, NCR defectors, and NCR soldiers who were sent to scout the Washington area. The Jupiter have all the technology NCR does and is on par with the Zin.
