Sorry, I'm loath to do this but the previous Less Annoying Magic Experience thread has been locked and no new one (that I can find) so starting a thread for my question.

It's regarding the spells, paperchase, and obtaining them. I started my new game with the paperchase.esp active this time (didn't on last new game) and the spell merchants added by LAME haven't appeared. I'm really after the one in Chorral MG for those great summon spells, plus there's no J'shivrizza in Skingrad.
I tried deactivating the plugin and letting cells reset but didn't work. I used "startquest paperchase" console command and set spells as buyable, but still no merchants
Do I need to let cells reset again or am I buggered (which, incidently is the spell I'm after )

What other plugins from LAME are you using? The paperchase esp itself doesn't add any new merchants. Make sure you have bgMagicEV.esp activated and the bgMagicEV.BSA installed. Respawning the cell shouldn't be necessary as far as I know.

Also, those merchants wander around their respective towns, so just looking in one place won't guarantee that you'll find them there.

If you used the "startquest bgpaperchase" command, you should get a menu pop up asking if you want clues. Also, check the Skingrad Mages' Guild - even if J'Shiv isn't around, you can find her diary posted on the wall on the second floor.

I've had no luck finding Chandra at the mages guild in chorrol, but I often find her outside it on a bench at night. Maybe she's a vampire or something, because I have never seen her during the day. Or she's a Ninjuh. Either way, try outside the mages guild around, say, three am. She's often there.
As for J'shiv, I've had no luck finding her when she is traveling around town, except this one time I found her near a inn, which I was getting ready to loot.
The person in Leyawiin is a harder one to find for me, but I often find him in the guild hall in the morning, and from there I think he goes to the castle. His name often escapes me, though I know it's something like Erindil of White-Haven. I know the last bit is White Haven, though.
I don't remember where or who the third special NPC is, unless it's J'shiv.

After I went to bed I remembered I'm using SM plugin delayers and haven't discovered the strange door for SI. The readme does warn about this. But then again, thats only for SI spells, which normal MG spell sellers do have. Oh so confusing! Not been Leyawiin yet either
