Okay, so i have a level 9 student of the Arcane University named Caesar. He is majoring in Alchemy and studies Conjuration, Alteration and Destruction as minors. Caesar was born under the sign of the Atronach and does not replenish magicka. I am finding it very hard to replenish when in caves and ruins. are their any large loots that are based on potions of sorcery?

Steel Blue Entoloma + Flax Seeds + Alchemy gear = plentiful magicka restoration.

That should help you out a bit.
