EXE optimizer source code and compatibility with non-english

Recently I've read about this little tool that can optimize Morrowind exe file so the game is a little more stable. I've tried to use it with my Polish GOTY version of the game (Morrowind.exe 1.6.0.1820) but unfortunately it seems that this tool is only compatible with English version. I’ve tried to use it before applying MCP and after it, but I always get 0 patches applied from EXE optimizer.
I've tried to contact Timeslip (via PM and sourceforge account) to kindly request a solution for this problem, but he's been retired from modding bethesda games for a while now. I've been waiting for 3 months now and my messages are still labeled as "not yet read", so there is a little chance that he will ever receive them. Does anyone have a valid email address to Timeslip?

Or maybe someone got a source code that could be used to fix this problem without his help? The source code for exe optimizer v1.8 was available on Timeslip’s http://timeslip.users.sourceforge.net/exeopt.html page but unfortunately the link is dead :( The source that is included in "Pre-made patches" archive seems to be from the old 1.7 version which is not compatible with windows xp/vista/7...
