Because I want perks that actually have UMPF! For the sake of balance a perk every level has to svck. 3's perks had no meaningful impact, in fact it was skill points skill points skill points. I want perks that do something! I want Sniper back! I want Slayer! I want Bonus Rate of Fire! I want Lifegiver! I want More Criticals! But for balance's sake I want perks to be every 3 levels so I don't become godly quick. I want godly to be something I aspire to. I want godly to be a challenge to get. I want godly to be something to invest time into. This is what keeps me coming back to Fallout 2, because it's awesome to have a nobody who's ass can be kicked by anyone become a force of nature. Fallout 3 doesn't have that, as soon as you step out of the vault you destroy everything. New Vegas comes close, but after 15ish the Courier facerolls over everything.
Under Bethesda's current Vision For Gamers, a players character is to be actively prevented from becoming Godly, by actively gimping the character and nerfing the game.
In FO3, this is achieved via multiple methods:
1. stupidly low limits on attributes.
2. an insanely low levelcap.
3. worthless Perks every level.
4. using skills does not improve the skills used.
5. and just to ensure that a skilled player can't craft a character that becomes the most powerful being in the game, NPCs are never to be bound by any of the restrictions enforced upon the PC.
