It's hard NOT to max or near-max everything by level 30- especially if you get all the skill bobbleheads (which each add 10 points to the associated skill.)

And no, the game doesn't end at level 30.

Oh. I thought I heard the levelling system stopped at level 25. i must've heard wrong...

It stops at 20 unless you have the Broken Steel DLC

FO3 GotY on which gaming platform? PC, XBox 360, or PS3?
On PC, you have to install them from the second disc after installing the main game from the first disc, and then enable the active status of the DLC in the data files section of the FO3 Launcher.
On the consoles, I think they are automatically activated once the game is installed.
