I don't have any first hand knowledge on the Construction Set because I play on Xbox 360 but I think the http://cs.elderscrolls.com/constwiki/index.php/Main_Page can help clear up general questions. That's all the help I really can be.

The first thing you need to do is look through http://cs.elderscrolls.com/constwiki/index.php/Main_Page (you may want to bookmark it). You may also want to join http://www.invision.tesalliance.org/forums/, the first (and, to my knowledge, only modding school). There are a number of modding courses available there.

As for finding things in the CS:
Things in the CS are set up in categories. Most categories have subcategories. If you want weapons, expand the Items category. Inside it, you'll find subcategories for Ammo, Apparatus (Alchemy equipment), Armor, Book, Clothing, Ingredient, Key, leveled Item, Misc. Item, Sigil Stone, Soul Gem and Weapon. If you want to make an interior cell, you'll find most of what you need under Static. You'll also need doors, which you can find under Door and you might want to use switches, which would be found under Activators. You just need to look around the CS for a while and get a feel for the setup.

You need a door in the interior cell for the outside door to link to. Once you have that, you can link them. Load the exterior cell in the Render Window and double click on the door you placed. A Reference Window for the door will open. Click on the "Teleport" tab. Now drag the Reference Window off to the side. Load your interior cell and find the door inside it. Now go back to the Reference Window for the outside door and click "Select reference in Render Window". A red crosshair will appear. Move it to the door in the Interior cell. When it turns white, double click on the door. The two doors will now be linked.
