Install MMM's Slof's Horses complete plugin. The horses are beautiful.

No. Remove COBL Races ALL means remove everything with "COBL Races" in the name. COBL is NOT a race rebalancing mod. Did you not see that it was an optional download? the Cosmetic 01 set? COBL is a huge library mod used by many, many other mods. COBL Races is only a small optional part that many people with COBL in their load orders do NOT use. People use many other race rebalancer or cosmetic mods in its stead. Read COBL's ReadMe. That would help you with some of these questions...

thx for the hint, didnt see that, ans TES4EDIT revealed this as correct. now I deinstalled complete cobl races and the cobl ressource pack, just makes cobl a lightweight mod now, urgh...
but the clock is sooo nice..and the food too, and well i do like the oscuro config menu.

COBL is nowhere near being a lightweight mod. It adds a tremendous number of resources. That Race Balancing add-on has little to do with the original intent of the mod. Many mods take advantage of COBL's resources to extend functionality and to make separate mods work in conjunction with one another.

Edit: Is your setup otherwise okay now?

The tail-end of your load order needs to be sorted out, and I can help you with that if BOSS cannot take care of it. It thought the masterlist already included some of those plugins, however.
