If you have the specs to run it on PC then I suppose you might as well. Personally I have never been one for PC gaming...don't have the patience.
I don't think I follow this logic. There is no need for extra patience for PC gaming. Not anymore patience than is needed for the base game on a console. If you mod, then you need to accept that you will have to learn the ins and outs of the process and may very well deal with less than perfect performance (less stability, crashes, etc are more frequent).
In answer to the original question, Fallout 3 and most games are not "crappy console ports" in the first place because they are developed for multiplatform (aside from the small percentage that get released to comsoles first and later offered on PC). After all, development normally takes place on workstation PCs of some kind.
