Ideas for balancing my mod needed

I know something like this has already been done and I'm not trying to rip theirs off, but for my own (currently private) mod I'd just like to know if my numbers would make the game too easy or not. I've been testing for days and am at a point where I no longer know if I'm on the right track or not. Some new perspectives would help! :)

[Ammo Converter]
5.56mm (100) = 5mm (100)
.32 Caliber (12) = .308 Caliber (8)
.32 Caliber (10) = .44 Magnum (6)
10mm (20) = Shotgun Shell (5)
Conductor (1) = Small Energy Cell (20)
Fission Battery (1) = Microfusion Cell (10)
Abraxo (1) + Turpentine (1) = Flamer Fuel (25)

Also have I made too many choices or am I missing something important?

ps. I might release it when I've completed some final tweaks. My mod adds 2 new interior cells to the game (A bunker and armory), 3 more weapons (no new art though, sadly) and 2 new ammo types (but no custom art, it all runs on the vanilla content + Point Lookout)
