According to UESP wiki: 'Fine Iron and Fine Steel weapons never appear in random loot; glass, ebony, and daedric quality weapons are never available from vendors before plug-ins. Although Fine Iron and Fine Steel quality weapons will not be found as random loot, they will frequently be found on NPCs whose inventories are not randomly generated (in particular, guards).'

Wiki also indicates such weapons can be bought from merchants starting at character level four.

I don't know of any pre-positioned fine steel claymores in the game. Perhaps someone else may. I guess your best bet may be to keep checking with weapon merchants and try to buy one. Hope you can find one! :)

Yeah , I think they are only found random on weapon merchants from lvl 4. The longsword version can be found in the Chorrol FG, though.

Congratulations! :celebration: I agree that the fine steel weapons look really good. I think they're among the most authentic looking in the game.

...Too bad it is too bad to use on higher lvls...

The base damage and health will be exceeded by others, but at high levels you'll have enchanted it to make the base damage insignificant (and to kill ghosts and wraiths), and have enough armorer skill to keep it repaired at all times. With Azura's star, and including Soul Trap in the weapon's enchantments, you should be able to maintain a good charge of your favorite damage variety (I like to use Damage Health, as you get enemies with elemental resistances) and still be using it when you max out, just as a delivery mechanism for the magical effect.

As I said: Best with a battlemage-ish character. The magics you use will make up for the low dmg and can take advantage of the low weight. The only problem with it is that sometimes you wont have an oppertunity to recharge, and it becomes useless. To most warrior build toons it wont do enough dmg to be worth it on higher lvls.

Edit: I'm not flaming, just fleshing out my former statement.
