I don't think the shouts will take away from the 'normal' spell system. I'm looking at them as being a new branch of the combat system that's already in place, which will hopefully enhance any and all fighting styles available in the game.
As for how they will work exactly, is anyones guess at this point. Would make sense though, that instead of eating away at your magicka, the shouts devoured your stamina/fatigue reserves pretty quickly. I mean, screaming loud enough to summon a surly dragon to your side, against its will, has to be one :swear: of an energy killer.
The other thing I was thinking was that because they are cumulative in their nature(as in one word stacking onto another for maximum effect), the more complex and powerful shouts would take time to bring to full capacity, leaving you defenseless against any NPC attack, that would then interrupt the shout process.
Lastly, I'm imagining even the simple shouts to be somewhat slow in their delivery. Like a deep drawn out slow-motion style pronunciation of the words to give an epic, reverberating, all-powerful, eardrum shattering, bloodclotting, legendary, eye-popping, mythic, god-like, brain hemorrhaging, esoteric, long forgotten and buried in a tomb somewhere for the benefit of mankind, basass badass sort of feel to it.
