I'm looking for a mod that makes the thunder earth-shatteringly loud, because right now I'm currently using ASE, but the Thunder is much too quiet.

And while we're at it, how could I make sound effects louder? I'd like for the Tavern ambiance sounds in ASE to be louder.

Personally I always used Audacity for things like that - it's free, but very powerfull toy. You can open the Thunder wav and add "Amplify" effect to boost its volume.

I was using Audacity too, lately I'm using also http://www.wavosaur.com a lot, I find it more intuitive (old school classic interface) and powerful enough.
