Stuck @ 30fps?

After not playing fallout for a while Ive decided to start playing again, anyway my pc spec has changed very little since last play (spec below) with only the gpu being upgraded so a little confused as to why I'm stuck @ 30fps when before I would be a getting a very steady 60, I've checked all the ini files I can find but nothing to explain it.

Heres my spec:
AMD Phenon II 940 @ 3.5GHz
4 Gb ram
2x msi hawk talon 460GTx cards
Windows 7 x64

Now I have formatted and reinstalled windows, reinstalled fallout 3 and copied over a working back-up of my old game folder like I have done before without issue and the game is running perfect (albeit @ 30fps) with all my mods ect working as they were before, all settings are maxed out but it I no way maxes my system with only about 25% load on my CPU and less than 40% on each of the GPUs but again the GPUs are not running @ full 3d clock speeds these cards have 3 power levels 2d, basic 3d and full 3d, fallout is running on the basic 3d mode

Other games run fine crysis 2 maxed out and getting 60fps ect so no problems with the system or drivers, anyway I hope someone knows what's going on with this there are so many new mods around now and with fallout new Vegas having problems fose and patch issues I really wanted to have another play through on 3

Do you have vsync turned on?

Did you delete that .ini file (in your My Documents/My Games/Fallout3 folder) after you upgraded the card? Kind of need to do that when you have new hardware present. When you start the game up a again, a new one gets generated based on your current hardware.

sorry for the delay in getting back to this its been crazy busy anyway yeah i totally forgot about deleting that ini DOH :facepalm: , anyway done that and it has improved things a little as in the cards are now running at full 3d mode but still @ 30fps, usage on the cards has dropped to around 15% so in no way is the game taxing the system, CPU usage is still around 25%, the only thing is i can't seem to find vsync in any menu but don't vsync limit it to 60 (monitor refresh rate) like other games? i've even changed the value of iFPSClamp to 120 with no effect are there any other settings or ini files or even mods that can cause this???

Don't change that setting, I recently discovered that it will mess with lip syncing in the game. The animations won't be timed to the actual speech. In my case I had tried setting it to 60 and the animations were playing out much faster than the dialogue.
