What's the best tool for moving land masses?

I want to use Booty Island, which looks excellent so far, but unfortunately booty island overlaps with Tamriel Rebuilt.

agreed, tesfaith will move all cells to a new location and all of the reference items (the NPCs, doors, containers, etc) in the moved cells will move to the new location as well. Any questions about how to use it ask here
