Custom NPC placement

Hello community! I'm having a slight problem when making a custom npc for a project I'm working on. For some reason when I place him in the Cheydinhal Sanctuary (haven't tried somewhere else yet), he ceases to exist. By that I mean he just isn't there when I load up the game with his file loaded. My guess is that since the sanctuary is quite dynamic as in the residents get knocked off and are repopulated later, there is a conflict with introducing my new npc to the fray. For the record my current character has JUST cleared the sanctuary and I'm doing dead drop orders if that matters. The npc is also not scripted yet. I have no prior experience modding so if you guys have a suggestion or answer that'd be awesome :)

By the way, my only goal is to make the npc present :P

PRO TIP
Assign AI to your new NPCs that are modeled after amusei and retain his AI which puts him god knows where. Case closed.
