Just a thought though - assuming that the Elnohfey created all the intelligent races (with the possible exception of the goblins that came from another dimension) maybe some of the Elnohfey that created/became the Ohmes-Raht stopped there, letting others complete the job, and then later went on to create the mer.

Thus Khajiit could be both a distinct species and connected to the mer - predating yet not ancestors. Maybe Aunts and uncles?
