Doesn't NOM include water barrels? Not sure but I believe they are animated as well. :)

Necessities of Morrowind also has Water Barrels too

And don't forget that some of the water statics are somewhat big. If you have NifSkope, you can scale them down by 0.5 so that the water can fit in buckets too.
